About Keith

Keith L. Beall leads the firm’s Utility Law Practice Area and is a member of the firm’s Business and Commercial Services Area.  Over the course of Keith’s 30+ year career he has taken on roles in both the public and private sectors.  Keith has served as: a Law Judge at the Indiana Utility Regulatory Commission; Chief Deputy of the Indiana Utility Consumer Counselors Office; in-house counsel at Midcontinent Independent System Operator dealing with complex wholesale energy market issues and renewable energy integration.  Keith regularly acts as special counsel for for-profit and nonprofit utilities, renewable energy companies, developers, counties, regional districts, conservancy districts, municipalities, and other entities throughout the State of Indiana.  Keith also enjoys assisting and representing small to medium non-regulated businesses in a variety of matters including: general corporate and transactions, sales and acquisitions, entity creation and analysis, commercial and compliance matters, succession planning, creditor rights, environmental, administrative proceedings, as well as developer utility and real estate related matters, and long range planning and financings.

Keith regularly represents businesses, governmental entities, private parties, and utilities in proceedings before: the Indiana Utility Regulatory Commission, Indiana Department of Environmental Management; as well as the Department of Natural Resources, and in state and federal courts.  Keith has developed extensive experience advocating and advising clients on utility rates, charges, and practices; various regulatory matters; acquisitions; guiding the creation of public-private projects and entities, and assisting governmental entities and conservancy districts with expansion, annexation, regulatory matters, litigation, and development related issues.

Keith is a member of the Indiana State Bar Association – Utility & Environmental Law Sections, and is admitted to practice in the State of Indiana, as well as the United States District Courts for the Northern and Southern Districts of Indiana.  Keith has also appeared before state regulatory bodies in the following states: Illinois, Michigan, Minnesota, Missouri, Ohio, and Kentucky.  Keith has also been a speaker for numerous local, state, and national organizations on utility issues and regulation, including being a panel and committee member for: the National Association of Water Companies Issues Forum; Indiana Telephone Association conference; INECA conferences; and National Association of State Utility Consumer Advocates – telecom, electric, gas; and IDEM water/sewer related issues.

Honors and Awards:  Keith has been married to his wife, Sherrie, for more than thirty years and together they raised their son and daughter, who are IU and Purdue graduates, respectfully.  Keith was honored to: receive the “Distinguished Hoosier Award”; participate as the ALJ Representative on the Ind. Legislative Study Comm. on ADR; and act as Chair of Telecommunication Division and Consumer Division Utility Law Sections of the ISBA.

Civic Activities: Fishers Youth Soccer League – 1999 through 2005; former City of Hope Children’s Hospital – Local Chapter treasurer/officer; Sertoma Club of Carmel re-founding member and organizer; and Westfield Chamber of Commerce Board Member.
